Dr. Md. Rafiqul Islam is currently working as Joint Secretary of Bangladesh Government in the
Ministry of Power, Energy & Mineral Resources. He received his BSc and MSc from the
Department of Applied Chemistry & Chemical Engineering, Dhaka University. He did his MPhil
in Organic Chemistry from Bangladesh University of Engineering & Technology (BUET). He
joined the Bangladesh Civil Service in 1999. He achieved PhD in Synthetic Organic Chemistry
from Iwate University, Japan. He did his Postdoctoral Research in Nanotechnology at the
Department of Image Science & Engineering, Pukyong National University, South Korea. He
published 48 research articles in SCI journals. According to Google Scholar his total citation:
530, h-index:11, and i10-index: 13. He is a reviewer of scientific papers in his field. In his
professional area he is involved in formulating policy, strategy, master plan, planning and
development agenda of the Energy Sector keeping pace with national Vision-2041, SDGs, Delta
Plan-2100. He is Focal Point of Annual Performance Agreement (APA), National Integrity
Strategy (NIS), Environment & Climate Issues in the Energy & Mineral Resources Division. He
served as Energy Expert in the International Energy Charter, Brussels, Belgium. As part of his
professional duty he visited the USA, Australia, Japan, South Korea, Russia, Belgium, Germany,
France, Netherlands, Italy, Luxemburg, Austria, Czech Republic, China, Azerbaijan, India, UAE,
Qatar, Indonesia, Sri Lanka, Thailand, Malaysia, Singapore, and Vietnam. Along with his
professional activities he is keeping close collaboration with scientific research. He is an advisor
of Bangladesh Nano Society (BNS).
